Case Synopsis & Summary

This Special Leave Petition concerns the chronic flooding in the Ghaggar Basin that adversely affects 25 villages in Punjab and Haryana. The Supreme Court had earlier directed the Central Water Commission (CWC) and Ghaggar Standing Committee to address flood risks through a coordinated plan and had directed CWPRS, Pune to conduct a Mathematical Model Study (MMS) for the entire Ghaggar basin, in consultation with state governments. The proceedings trace a sequence of steps: the 11 March 2019 directive to convene a meeting; the 30–31 December 2020 communications and clarifications; and the final 2021 report, culminating in the 32nd Ghaggar Standing Committee meeting on 12 October 2021, which concluded that short-term measures, including widening the river from 60 to 90 meters at selected reaches and embankments to limit bank rise to 2 meters, are optimal and must be adopted by Punjab and Haryana. The present order reiterates that the concerned States must act promptly in line with CWPRS’s final Model Study Report and MMS, with periodical four‑weekly stakeholder meetings; the Ghaggar Standing Committee must report every three months to the CWC, which in turn is to report to this Court. The matter is posted for reporting on 9 November 2022.
